Europe experienced widespread relief on Monday, as the tension sparked by the presentation of a new 28-point plan for resolving the conflict appeared – briefly – to have been defused. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of contrasting events captured the grim essence of the recent timeframe. By day, diplomatic battles are waged: optimistic declarations are released from multiple capitals. Significant resources is expended on containing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the key method for achieving "peace".
Nocturnal Warfare
As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is capable of detecting rocket firings from enemy soil, a ability provided through up-to-date information. From vantage locations, defense planes that had been deployed to counter approaching cruise missiles roared overhead – sophisticated military planes supplied to Ukraine by European allies.
Moments later, Kyiv's missile defense thundered: multiple launches deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably provided by Western nations. Every launch jolts you unexpectedly, shaking the windows. The moment of terror quickly transforms into resigned acknowledgment: possibly the approaching threat won't hit its mark this time, protecting urban areas from ruin and additional electricity failures.
Ongoing Risks
Following this, a large-caliber weapon fired at a drone somewhere nearby, part of a rapid response unit – probably Western-made equipment. Regrettably, the bullets missed the opposing UAV – it maintained course toward its objective.
With pauses, this persisted until dawn. Kyiv greeted the early updates: several casualties, devastation and utility failures in many homes as a result of the nocturnal offensive. As typically, everyone still went about their day – living the war. But those 24 hours encapsulated Ukraine's vital need on Western support – a need that regional partners are demonstrably unable to fill in the immediate future.
Failed Diplomacy
The comprehensive proposal from American leadership generated strong feelings, discussion and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.
Every new proposal from US leadership adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually achieve victory. This trend will, certainly, endure.
Strategic Calculations
It is tempting to accuse specific actors of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. Washington functions according to a assumption understood by seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The American government presumes that it is unrealistic to force Russia to surrender the areas that it presently holds in Ukraine's southern or eastern regions.
The problem is that while acknowledging this situation, American administration does little to discourage Russia, through words or deeds, from thinking that the situation will not change more in its favour in the coming year.
Divergent Views
Therefore, the Kremlin is confident that time is on his side – that Ukraine and its partners are coming close to fatigue. Their reason to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to end hostilities, but they will continue as long as Russia's government remains completely certain in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing lives and land but averting a entire defensive failure until conditions improve in its favour.
Current Realities
Objectively, there are no genuine requirements for a truce. Now, subjective factors are coming into play: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unsuitable, so that their focus does not shift toward internal issues. And although their mission will now be considerably more difficult after recent developments, it remains quite doubtful that this will modify their basic position.
These two forces are guiding negotiations.
Assessment and Future
It took a only one week to eliminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, current information leaks, all did their job.
While new plans based on previous concepts are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and reflect certain reluctance to change the course of events, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, largely rely on ongoing international assistance.
